This panel will explore how shifting sovereign dynamics, cross-border exposure, and fiscal policy challenges are influencing credit quality across the public sector. From the interplay between federal credit conditions and local borrowing, to the growing impact of international linkages on institutional stability, the discussion will examine how global forces are filtering down to municipal issuers. Panelists will also consider the role of fiscal oversight, policy responses, and market resilience in navigating an increasingly complex and interconnected environment. Speaker Bios: Jens Frederiksen, Ph.D., joined the University of New Haven in March 2024 as its seventh president. He is an innovative higher education leader with extensive experience in many facets of higher education administration, including enrollment management, fundraising, and academic/corporate pathways. He is differentiating the University in an ultra-competitive marketplace, and his goal is for the University to become an international powerhouse for preparing the next generation of elite talent to excel in the global workforce of the future.He holds a Ph.D. in contemporary political theory and comparative politics from Vanderbilt University, where he also earned a master’s degree in interdisciplinary social and political thought as well as bachelor’s degrees in political science, history, economics, and philosophy. A native of Denmark, he and his wife have two children
Lisa was an Adjunct Associate Professor at Columbia University's School of International and Public Affairs from 2006 to 2009. She co- developed & co-taught a course entitled "Problems of Economic Growth in Latin America" for master's degree students. She continues to give guest lectures in a number of courses at the School of International and Public Affairs and the Business School. Before joining S&P Global Ratings in August 1999, Lisa worked in the International Finance Division at the Federal Reserve Board of Governors in Washington, DC for over three years as the French desk economist and world oil economist. She was also an economist at Exxon Company International, Corporate Affairs, where she analyzed and projected economic and energy developments in Latin America (mainly Brazil) and Europe. Upon completion of her Ph.D., she was an Assistant Professor at McGill University, Faculty of Management, from 1992 to 1994. Lisa holds a bachelor of arts degree in Economics and Spanish from Wellesley College and a Doctorate of Philosophy in Economics from Yale University. Shivani Singh is the Head of Credit Research at Clinton Investment Management, LLC, an institutional municipal bond manager with nearly $4 billion assets under management. In her role, she oversees and is responsible for credit selection of municipal bonds across multiple sectors, focusing on core fundamentals, relative value, and appropriateness for client portfolios. Prior to her current role, she was a lead analyst at S&P Global Ratings covering sectors such as higher education, charter schools, community colleges, privatized off-balance sheet student housing, amongst others. Shivani also worked as an analyst at the NYC Office of Management and Budget.
